Whitney White joined Talent 2025 in September 2016 and currently serves as the Diversity and Inclusion Project Manager, which includes the HireReach initiative.
Whitney earned a Bachelor of Science degree in Criminal Justice from Grand Valley State University. She chose to study Criminal Justice because of her passion to help unrepresented populations. Whitney has also completed graduate level courses in Public Administration, Human Resources, and Public Policy. Her professional experience is primarily in Workforce Development and ranges from engaging directly with job seekers to help prepare them for competitive employment opportunities, to building trusted partnerships with human resource leaders to provide a portfolio of services to help them meet their talent needs. Prior to joining Talent 2025 Whitney worked with youth, adults with barriers to employment, employers, education leaders, and economic development across West Michigan through various roles the YMCA, Goodwill Industries of Greater Grand Rapids, and West Michigan Works.

Senior Technical Consultant
Bill Guest is the president and chief solutions architect at Metrics Reporting, a Michigan based workforce development and talent management consulting firm. He is an international consultant, conference speaker, and practitioner in the areas of workforce development, innovation, and metrics. His consulting practice is currently focusing on human capital supply-chain challenges at all levels. Employers, industries, regions, states, and nations need to manage their talent supply-chains to assure competitiveness in the knowledge economy. Organizations need to implement the right processes, tools, and measurements to support their performance improvement objectives. Bill has developed a crisp, clear, no nonsense approach to organizational performance improvement. He developed and implemented these techniques, with excellent results, during his 25 years of industry experience with various organizations in the roles of engineer, supervisor, vice president sales, general manager, executive vice president, and CEO. Since 1999, he has been working with clients around the world to teach them these straightforward methods and provide step-by-step coaching as they use these techniques to achieve their goals.
Bill is an author and frequent speaker on Talent Supply Chain Management (TSCM) and evidence-based talent decisions. TSCM is a holistic set of solutions that enables employers to build reliable pipelines of high quality talent to meet their needs. Smart systems help individuals make better decisions based on good data. TSCM is a smart system that improves three key decisions: (1) organizations make better selection decisions by creating highly effective teamwork between human resources specialists and hiring managers around evidence of competencies, (2) organizations make better sourcing decisions by proactively providing key data to talent suppliers, and (3) individuals make better development decisions by understanding the competencies required to be successful and targeting their best next career step. The talent supply chain system coordinates these key decisions and the flow of talent into and within the organization to optimize the alignment of talent resources to the organization’s goals.
Bill’s recent work includes: (1) job families defined by O*NET codes that leverage O*NET data for job grouping, (2) the O*NET-based confirmatory job analysis process, and (3) leveraging O*NET data as a foundation for alternative validation strategies.

Rachel Cleveland is a project manager and subject matter expert consulting for the HireReach initiative. Rachel graduated Magna Cum Laude from the University of South Florida with a BA in Psychology. Her career in workforce includes positions at ACT; ACT Bridge; Metrics Reporting; and Ottawa County Michigan Works serving in roles focused on consulting, process improvement, metrics, job analysis, assessments, industrial psychology, as well as building and managing software as a service products. Additionally, Rachel is an experienced project manager, most recently leading and managing a team of Program Managers at a custom software development organization.
Rachel currently resides in Grand Rapids, MI. When home, Rachel enjoys spending time with her husband Jason and two kids, Jonathan (4) and Mackenzie (2).

Marlene Brostrom is a consultant for the HireReach initiative. She has 10+ years’ experience in workforce and community development. Marlene is a Certified Business Solutions Professional and has worked alongside hundreds of employers developing solutions to address their talent needs and administering state and federal training programs. Marlene has served in various roles at West Michigan Works! She helped to expand and lead the Manufacturing Industry Council, building a regional network of hundreds of manufacturers to address short and long term needs of the industry. Most recently Marlene served as the Apprenticeship Success Coordinator, working with the Department of Labor to develop and expand registered apprenticeship programs in West Michigan.
Marlene received her master’s degree in business administration from Cornerstone University and received her bachelor’s degree from Northwood University with a dual major in marketing and management. Marlene resides in Grand Haven, MI and enjoys spending her free time with her husband and three girls, Ellie (7), Everleigh (5) and Josie (1).
